Matthew Scott is policy manager at the Chartered Institute of Housing, the
professional membership body for people who work in housing in the UK. His work
focuses on climate adaptation, sustainability, and energy affordability in housing. He holds a PhD from Newcastle University and has previously held several research and policy roles in the academic and third sectors.

Co-author Mehri Khosravi is Senior Research Fellow at the Sustainability Research Institute at the University of East London. She holds two PhDs in environmental social science, with over 17 years of combined academic and industry experience working across the UK, Europe, China, Iran, and India, bridging academic research, consultancy, and policy engagement. Her research integrates mixed methods to explore critical social dimensions of climate change adaptation. Khosravi's recent work has focused on overheating policy and improving heat risk communication in the UK. Her interests can be described as stakeholders engagement, changing behaviours, and risk communication.
